A major Australian charity has cautiously welcomed news the federal government will set up a not-for-profit regulator to cut red tape in the sector.
Labor will reportedly put aside $53.8 million over four years in Tuesday's budget to establish the independent Australian Charities and Not-for-profits Commission from July 1 next year.

News Ltd estimated the sector's current bureaucracy cost the nation's 600,000 not-for-profit and community organisations more than $500 million each year.
The budget is also expected to tighten tax concessions for charities that run businesses unrelated to their altruistic work.
From July 1, they will have to pay income tax on earnings from newly created businesses that aren't used for charity.
However, the move apparently won't affect op shops or small-scale fundraisers such as lamington drives.
Treasurer Wayne Swan was tight-lipped on the reports.
"Well certainly we are looking at a range of issues which have been raised with us by the charitable sector," he told ABC TV on Saturday.
"Our response will be in the budget on budget night but I can't go into the details."
Salvation Army spokesman Major Bram Cassidy said a new regulator would be good if it did actually manage to cut red tape.
"We'd welcome the presence of a regulator if it's going to streamline processes, I've got to admit I'm not sure at a detail level how it will, but that's certainly the claim," he told AAP.
"They're talking about cost savings in excess of $500 million across the sector, if that's the case, well obviously that's going to be a better thing for any not-for-profit (organisation)."
As for the crackdown on tax concessions, Major Cassidy said he didn't think it would have any impact on larger charities.
